If JDM / Negan are HUGE ratings boosters then why are the rating dropping to S2 ratings?

ratings for twd have been dropping off since like season 6, everyone is aware of that but since the introduction of negan and the saviors, people have a character to love to hate. he’s easily one of the most popular characters on the show right now, whether you love him or hate him people are interested in him. he’s the same way in the comics, he’s an attention getter, and JDM’s popularity has shot up even more than it was before he was on twd since becoming negan. you can’t deny that.
