While I ponder your question(s), which will take a while because I have work, I'll pose one of my own:

Do you think Chuuya is jealous (in a skk context or platonically)? Of Odasaku, of Kunikida, of the rest of the agency? Of the implied long list of women Dazai's had a fling with?

I waited all day to answer this as a little treat after going out, and oh boy have I been looking forward to it.

Short answer; yes. Chuuya is 100% jealous.

Long answer, he knows he shouldn't be jealous. Number 1 because Dazai 'means nothing to him' and number 2 (for when he's a bit more honest with himself) he knows that he should be glad that Dazai has found people after being so lonely for so long, but he feels neither of those things. He feels jealous, and strangely he feels a sense of superiority (that is definitely just his way of dealing with the jealousy). Sure, Kunikida is his partner, but is he the other half of the most deadly duo of the underground? Is he a part of double black? No! Same goes for the rest of the agency, they could never be to Dazai what Chuuya is to Dazai.

Odasaku though, that gets under his skin. Oda lights a fire of interest in Dazai that only Chuuya used to be able to ignite. When Chuuya realises that's why Dazai left him the mafia. The words of a dying man meant more that double black? Meant more than everything they'd done together? More than everything they were to each other? A ghost meant more to Dazai that Chuuya ever did or would in the future, because the ghost robbed them of that future.

I think he tells himself that the many phone calls he gets looking for Dazai (under a wide variety of fake names) mean nothing. But the tiny voice in his head tells him that either; if they were together it meant nothing to Dazai, or if they weren't together it could have been easy, if Dazai had wanted him he would have known.

I think that's what all of these situations come down to, Chuuya feeling unwanted. Back when they were always together, he convinced himself that Dazai simply went through a cycle of finding new toys and then throwing them away. Dazai may have thrown him about and tore him from every seam, but he always picked him back up and stitched him together again, he was a battered and bruised toy, but he had been Dazai's favourite. Until he wasn't. Odasaku came along, and Chuuya got to see what a truly loved toy looked like, Oda did not get torn, Oda wasn't thrown about like he had no value, Oda was treated well. And then Odasaku got him thrown away. The one thing he never thought would happen, Dazai was supposed to be the one person who stayed, but he was a lower priority yet again. Then came Kunikida and the agency, a new partner and new friends that were all treated with much more care than Chuuya had ever received. A small broken voice at the back of Chuuya's mind had believed that Dazai would be the one to want him, the one to want to keep him, but everyone else proved him wrong. So yeah he's jealous. Jealous that they're receiving the one twisted form of love he ever thought he could deserve.

They so tragically beautiful, they ment fir each other yet due to their environment and outcomes, they were unhealthy yet they knew that and they knew they were doomed from the start and yet they kept loving each other and trying to bring brightness and happiness in each other world.

They always had each other, only knew true warmth from each other ever since their childhood but it all come to an end when they took part on that stage… and yet they- well- mizi still thought of her 24/7, Sua was her one and only true love, her world, her universe… so tell me how can she live happy anymore when her whole universe was taken away from her?
