i suspect that is soppused to be jörmundgander because it looks one of the persons are fishing there. then this the tale of the time Thor accidentally caught jörmundgander on his hook.

(i also think that would make the other person Loki, aka jörmundganders parent)

just a guess, but. it would be typical thing to reference in the type of historical romanticist style the city hall is built in.
