It’s Starray, the Visitor Pokémon

It travels from planet to planet through the vacuum of space, riding on waves of solar radiation. It stops on planets to prepare between flights.

Its tail harnesses solar power to deliver electric shocks. It paralyzes would-be attackers and then flees.
