i. them being forced to like, actually have a relationship: i'm not going to be redundant because we all know that the relationships within SM ( especially in the manga ) aren't always as fleshed out as people would like, etc. etc.. the extent of saturn / hotaru's relationship with serenity / usagi is being someone the former probably didn't even know existed and the latter mostly just felt sorry for and later really knows through chibiusa despite the inners/outers being portrayed as this big family. now there's akari, who is someone that has mostly been alone her entire adult life - there's a relatability, at least somewhat, that wasn't there for past incarnations. i would imagine things would still be very awkward between them for a variety of reasons but if saturn is one of the first to revive post chaos-war...it's a new era for everyone. they should at least make an attempt to try and get to know each other. so yes, awkward, big sister-figure akari. we have depression, PTSD, and cake of course.
ii. akari wouldn't hesitate to try and kill hotatu / saturn if she deems it necessary: she's an extremist that believes the ends justify the means and a pep talk from usagi wouldn't suddenly change that - it only reframes what she's extremist about. between her PTSD and deep fear of being alone again, she's very adamant about protecting her home because 1). she never wants to be at such a low place like she was in the stars arc again and 2). everyone worked so hard to recover and she won't see that peace ruined again. anything that's a potential threat to that peace would need to be removed - quickly. she's fully willing to kill her own children ( and does kill one ) if they cause problems across her i mean, the galaxy so i think if there was another incident where saturn had to swing her glaive, they would come to blows - even if doing so is fruitless and the end will come to earth anyway.
iii. alternative act iii canon concept: she needs to be put down(tm): i believe in sa/ilor moon being the big good(tm) and actually prefer her using her power of love to heal the villains in the 90s anime first and only really 'killing' the aspects of chaos possessing those people. that said, i also do really like the fact that the manga calls out that she's been killing her 'siblings' the entire time and that the balance between darkness and light must be maintained. because we 'hear' about what it's like when it skews towards more darkness / chaos but we don't really 'know' what it's like when it skews towards cosmos' extreme which is too much light / order. while it's not my 'main' canon for when she wakes up after being crystalized, there is the real possibility of her waking up and sort of...breaks from remembering the trauma of war which she refuses to relive. so people are going to have to fall in line with her view of order - whether they want to or not. so then she turns into rhea from three houses. the end hehe

And then her eyes brightened, an idea flitting cross her mind.

get up. it's a command. an angry growl as sailor chaos mockingly laughs over her. get. up. the voice, her own, grows louder - more desperate and furious before a sharp heel grinds her face deeper into the dirt. cosmos bites down on her tongue, refusing to let them see her react as she chokes down blood and a scream. she can't will her broken body to move; even if she could...it wasn't like there was any point of trying anyway. soon chaos would get bored of their fighting and leave. it would find another planet to terrorize. another star to destroy. another life to snuff out. before doing it all again tomorrow.
today would just end up being another failure to add to her already long list.
once this fight was over, cosmos would continue to remain here - even long after her wounds were healed. it was one of the few times she could be left alone in order to wallow in her misery ( mostly ) guilt-free: when every outcome was the same whether she won or lost...why even keep trying? nothing but endless destruction and ash would greet any survivors even if the few of them managed to outlive terrible this war. and what about her? what did she even have to live for anymore?
a sudden kick to her stomach sends cosmos flying out of her thoughts and straight into one of the few buildings left still standing on this star. an audible ' crack! ' is heard when her back smashes against some form of brick-like substance that made up one of the crumbling walls, blood spurting across her chin and down her already torn fuku on impact. her head is spinning, vision blurry as her enemy draws nearer to continue their eternal torment over her. a secret, terrible part of her prays that chaos will finally just kill her this time.
this isn't the end.
usagi's akari's cosmos' breath can only hitch in response to the voice in her head and it takes absolutely everything in her to stop herself from outright sobbing in the middle of a warzone. death and rebirth. cosmos and chaos. how many centuries has she been trapped in this cycle? too many. years ago in a different, better life, she had fought to stop sailor saturn from swinging her glaive down and destroying them all. now here she was wishing for death. it's during times like these where it's hard to tell if she's grown delirious or not.
chaos doesn't give her a chance to settle on an answer however: with a clump of cosmos' hair wrapped out around her hand, the red headed woman sharply tugs at the loose tendrils of cosmos' hair. she callously yanks her broken body towards her and cosmos can barely register it as she's dragged forward; she's simply too numb to try and fight back - at least until that voice is in her head again.
this isn't the end ...remember.
the outers always fought till the end. that was what she remembered most of all about them. they made the tough, unlikable choices whether their princess agreed with them or not. it was a complex relationship but despite their differences, they had been precious loved ones. she had promised herself that she would protect them - as well as everyone else she loved...and she had failed. through reincarnation after reincarnation, she remembers watching them be brutally murdered before her very eyes. when one has a heart as full as she, that heartbreak is especially never-ending. every loss is just as fresh as the day it happened, their deaths a constant loop as she painfully recalls how they were away from her again and again and again-
a terrible, animalistic wail echoes throughout the abandoned city as akari does what she is told: she remembers. she remembers the love she had for her friends and its only rival: the absolute hate she felt towards the one who took them away from her. from metalia to galaxia, none of chaos incarnations had ever paid enough for what they had done to her then - but they would now.
the death grip sailor chaos had on her hair loosens as its screams of pain continue. chaos stumbles back, vulnerable before it falls onto its knees and stares down at its own abdomen in a bewildering mixture of shock and a tiny, almost sick form of glee. cosmos' broken staff, now shifted into the form of a glaive, was lodged directly into chaos' stomach as purplish acid flowed from the growing wound and pooled around their bodies. the acid burned at cosmos' knees, but she couldn't have cared less. her body was shaking with anger and despair, knuckles turned stark white while her grip on the glaive's broken end tightened and she debated what to do with herself internally.
the small moment of hesitation passes as quickly, and a decision made: cosmos viciously digs the glaive deeper into chaos' belly, her eyes blazing hot with righteous fury and satisfaction at hearing the monster screech and writhe under her hand for once.
this wasn't what she was supposed to be stand for. sailor moon cosmos fought for love and justice. she was order. she was light. but in the wake of remembering everything she had lost and suffered? she could only be resentment and hate.
❛ i don't know when. but know this... ’ cosmos' breath is heavy, strained, before her eyes rise to glare up at chaos - bloodshot and crazed with violence and vengeance. the earlier pacifist is gone as she speaks. ❛ i am going to kill you. '

okay so right off the bat i can't not say ysayle dangoulain, otherwise known as lady iceheart. i mean... gestures at jill. ysayle was basically the blueprint.
she makes her first appearance during the patch content of a realm reborn as the leader of the heretics, those who have allied with dragons, after having uncovered a terrible truth about the history of the dragonsong war. despite her loyalties to the dragons, she claims she is trying to bring about peace between ishgard and the dragons, knowingly and willingly staining her hands with blood in the process. for her, the ends justify the means if it will put an end to the thousand year long war.
unfortunately, her story was largely handled by the same guy who was the lead scenario writer for 16, so i'm sure you can guess how that went. don't worry, the writer who actually created her wasn't happy about it either. personally, i think she was written better than jill (in the sense that she felt like she had more agency).
and speaking of supporting women's rights and their wrongs: venat, the woman who would go on to become hydaelyn herself.
i don't want to say too much about her beyond that in case of spoilers because that's already a pretty big one in and of itself but she sort of pulls a saturn and initiates a reset of civilization during a peak paradisaical era (y'know, silver millennium style), and does this fully knowing that it will only lead to hardship and pain for the world. she's another character for whom the ends justify the means, but it's done out of her boundless love of the world and all its people.

"Are you by chance from the city?" the farmgirl asked with a cant of her head. Due to her illness Celia didn't often get to travel, so whenever she saw someone stylish, much like Muffy! Her curiosity was always piqued.
"I've never seen you around before and this little town isn't much of a tourist attraction .... hehe, that's why I asked! New faces are quite rare around here."

There was no stopping the teen from wiggling her upper body in a sort of small dance as she gave a satisfied bob of her head. Hotaru was lucky she’d actually remembered to finish the bite of cake before giving her answer.
The enthusiasm with which she ate the pretty, pastel pastry only emphasized just how tasty she found it. To think that Hotaru-chan and Chibiusa had baked such a delicious treat on their own was incredible! Though, if she had to guess, Usagi would have been willing to bet that they received at least a little bit of aid from Mama Ikuko. Not that that was an issue — she knew her mom delighted in seeing Chibiusa’s friends playing with her around the house, just as she’d always been so welcoming of Usagi’s own friends.
The bubbly blonde didn’t hesitate as she scooped another bite of cake into her mouth, savoring the flavor as the spongy pastry seemed to nearly melt in her mouth. She hadn’t imagined it would be possible, but Hotaru-chan and Chibiusa had certainly outdone themselves; she hadn’t thought they’d be able to make a dessert more delicious than the last.
It might have even rivaled Mako-chan's baking!
“Say….” Her voice trailed as she finished her bite, nose scrunching up and brows furrowing as a thought suddenly crossed her mind. “You and Chibiusa have been doing a lot of baking lately. Why so much? Is there a special occasion? Are you two making a dessert for a classmate or something? Oh! Is it a boy?”
