The national electricity supplier, Eskom, is in dire straits. At one point late last year, they were warning that 16 out of the 20 largest power stations had less coal stocks than the mandatory minimum. Then they issued assurances that all was well, and they would cope. Then came power cuts, under the euphemistic title of âload sheddingâ. A government bailout - the second in a year - secured the assurance that no power cuts would occur over Christmas. Arriving back in Cape Town after six months in the UK, we find that in spite of the South African economy having shrunk by 0.8% in the first quarter (3.2% annual rate), Eskom were warning that, with the two new power stations under construction being way over budget and massively late, and a high number needing urgent maintenance, GDP and hence demand would only have to rise by 0.1% to trigger load shedding again. Which is what happened last week. Mercifully, the rumours were incorrect and only âStage 1âł load shedding has been implemented, with just one section of the metropolis (out of about 16) off for 2 -- 2 1/2 hours at a time. In fact, this week we might get away with full power most days ... Of course, we were only told part of the story. During the Zuma presidency in particular, not only was maintenance neglected, but buyers and suppliers of coal (still the input fuel for 90% of electricity generation here) conspired to defraud Eskom, by ordering high-grade coal and paying the appropriate price, and actually supplying low-grade coal (which slowly wrecks the boilers) and splitting the handsome difference. Furthermore, many municipalities took on the  domestic and commercial accounting and billing for electricity supply within their districts ... and found the payments didnât cover what was supplied, so steadily ran up multi-billion Rand debts with Eskom, which are effectively irrecoverable. Add to that the major power customers (like mines, who must have a totally reliable supply) who are cancelling their contracts, going off-grid and generating their own power; and you have a nationwide infrastructure in desperate need of new investment against a shrinking customer base. No wonder we found, on arriving in July, that electricity seemed about 50% more expensive than we remembered.Â
