A Senate Finance subcommittee scrutinized a bill intended to assure residents of the state’s training centers they could receive equal or better care if they move to community housing, and decided Monday some of its assurances would go too far and cost too much.

Sen. Emmett Hanger, R-Augusta County, asked committee staffers to submit a slimmer version of Sen. Steve Newman’s bill to the full Senate Finance Committee today.

The bill would require a written promise of equal care to the intellectually disabled residents.

“The particular problem we have with the bill as drawn … is that the fiscal impact is indeterminate,” Hanger said.

A Senate subcommittee approved a bill Monday to protect schools that have received warnings about low test scores, after amending it to keep state-level pressure on a handful of schools that have consistently failed tests for a decade.

Sandusky Middle School in Lynchburg would get some relief if the General Assembly passes the bill, sponsored by Sen. Steve Newman, R-Lynchburg.

The measure, Senate Bill 465, revises a law passed last year that created a statewide Opportunity Educational Institution, which could take over and operate schools that consistently fail the Standards of Learning tests.

State education officials are targeting six schools, in Petersburg, Norfolk and one in Alexandria. Although Newman’s bill originally gave those schools one more year to raise their scores, a Senate Education and Health subcommittee amended it to take away the additional year.
