My OC has Storm Release, which she uses quite frequently, so would it be a right thing to do if she uses the structure of a Water Jutsu, but with Lightning Chakra?
Given how the wiki describes Storm Release, I’d say that’s certainly possible. Just watch out for the shape of the technique — water flows, lightning arcs.

(Part one) So I've been trying to come up with a fighting method for my girl and I don't want it to be a copy of Sakura Chakra type: water + lightening (storm release KG) She absolutely dislikes genjutsu and just couldn't get to like it. Instead, she focused on learning how to release it as much as she could and considered that enough. Her fighting style is very offensive as she focuses on speed. She used nintaijutsu (in her story, she travels to kumo during the blank period
(Part two) since the ninjas there have a very similar style. The way she fights is that she focuses on using the sheer strength of her elements (for example, she uses the lightening element to break down ground etc) making her look like she has superhuman strength. I’m worried that it would seem that she copies Sakura’s style? It’s not really the same since Sakura doesn’t use nature but more chakra focus
Alright, so you don’t need to worry about the lightning +water thing with Sakura because her nature is primarily water and then earth, so that should be fine. As for the genjutsu, I’m guessing she’s good enough at it but just dislikes casting it? To be able to be real good at breaking it they at least have to be decent enough at casting and recognizing it. There’s been a bit of a correlation with casting and breaking power when it comes to genjutsu, which means good chakra control is key.So i’m going to make quick mention of the storm Release you mentioned next - the dominant element in that would be lightning. And I don’t know if you plan on them being proficient in water too…but it takes years to master one element, most people never get good enough to easily manipulate a second for something like nintaijutsu, even if it’s the secondary element to their kekkei genkai. So they’d be in for a lot of training!Now…I’m assuming your OC is from Konoha? You didn’t say, but you mention Sakura and traveling to Kumo during what I’m assuming is the 2 year skip? But…why would anyone in Kumo teach her nintaijutsu? Especially at that point in time, as Konoha and Kumogakure weren’t exactly allies. They were friendly enough as there was no war, but the big alliances before the 4th War were Konoha and Suna, and Kumo and Iwa. Why would Tsunade even let them travel out to Kumo?As for the general breaking the earth thing, that’s going to take some chakra enhancement. And while lightning is powerful it might not have the exact effect you’re looking for, seeing as earth acts as a damper to lightning itself. - Syn
So I'm trying to make a kekkei genkai with limitations so that it would make sense for Naruto universe. Not sure if it works out well though. It's the creation of storms. Different storms call for different skill levels. Also the size of the storm is dependent upon how much chakra is used to make it. This is the order Thunderstorm, Tornado, Flood, Hurricane.
There's already a storm release in canon, though it doesn't create literal storms, which might make things confusing. Sasuke also managed to create a storm in his fight against Itachi and direct the lightning from it, so I'm not sure if this would be stepping on the toes of what's happened in canon too much. Sasuke showed how devastating a thunderstorm can be, so I think that the other ones would be overpowered if your version of thunderstorm is anything like Kirin.
