VSL was talking about Stormbind this week, so I looked it up in Gatherer. There's a 2004 ruling there that says it can't be used with Library of Leng "since the discard is a cost". Is this accurate? It seems to me that it would work fine, since (as far as I can tell) the Library doesn't prevent you from discarding cards, it just changes where the cards go when you discard them (like Obstinate Baloth and friends). Was there a rules change since 2004 to change how this works?
That ruling is grossly outdated.
Stormbind works just fine if you control Library of Leng.
My guess to what’s changed since then is how Library of Leng works. I don’t know how it worked back then, but under current rules, there’s nothing preventing you from activating Stormbind when you control Library of Leng.
