Meet Akai sukāfu, my My Hero Academia OC. His quirk: weather manipulation. When he’s in a stormy environment he’s able to will the electricity or the water from clouds to attack his opponents, yet because he can not summon rain or storm clouds, he prioritizes controlling the wind. He’s able to fly by using his large red ribbon and his wind abilities to float in the air. He also keeps two jars of wind for safekeeping!
