I think they have a special chemistry.
They were like two people standing on the Ring of Mobius walking back to back. Everyone, including themselves, even thought they had different ends. But often at the end of the day everyone realizes that their goals are the same, only the means are different.
Their birthplaces and birth classes are almost opposite, and they argue from time to time. But no matter what, they trust each other. John would die for Steve
And Steve trusts John not to be a real villain (he just always thinks John is easy to use by bad guys haha)
John was an extremely condescending and arrogant man. He rarely recognized anyone as his competition as being better than him. But Steve is one.
The "competition" here does not mean that they are enemies. It's a little competition that John's competitive spirit breeds, a little competition about "who's the No.1 patriotic hero?"
In the comics, John starts out as a villain who works against Steve. And later, step by step, John gets Steve to change his mind about himself. Steve's charisma also made John, an arrogant guy, recognize his excellence from the bottom of his heart.
They are secretly rivalry (mostly John himself is rivalry), but they work well together
Their shields are always in two opposite directions. But in the end, it's about taking down the same target.
