Ryan's maroon shirt was part of his summer tour outfit, but wasn't one of the items that the design team made. The shirt was typically his base layer that went under the vest & pre-intermission jacket (sometimes he skipped the vest):

So when he was onstage in that shirt, it just means he took his jacket off. It's not a new/different outfit.

shoutout to Emiliano Santillan & Hyunwoo Shin who created the jackets that P!ATD wore during the summer tour.

Jake Oliver was in charge of the overall styling and then the four other students on his team were split into specialty focuses for the actual production. They were given less than a week to come up with everything (like the concept & mock-ups). Then they had about 2 weeks to order the materials and make the costumes. There's more info in this post & here:
