One thing you gotta realize about "evil" government regimes is that a lot of the time they're the nation-scale equivalent of mental patterns that you might find in someone who's abused or starving.
Anger, enmity, maybe even hate. The selfishness of someone fighting not to die. Uncharitability to the point of error, mistaken or oversimplifying beliefs, because that's how they learned to cover the cognetic opening of falling for it again. Callousness, cruelty, or whatever else it takes to do what needs to be done.
Bad regimes often incidentally implement something that makes the nation behave as if it "thinks" in those ways, like a survivor who isn't yet safe and who's learned maladaptive strategies.
So if you truly want to affect regime change, the most effective path is to help the people flourish. Spend on them like your heart is in it altruistically, or at least stop choking the people to choke out the regime.
There is sometimes a time and a place for hitting and hurting, for over-retaliation, for force and threat as deterrence or coercion to mitigate genuine danger, harm, and emergencies.
But ultimately, survivors need space and time free from the causes of their trauma. Organisms naturally move towards health once they can, once it's safe. You cannot abuse someone into becoming healthier.
