That's Code Geass! It's an old idea with mer!Lelouch. Different from monster au as Lelouch didn't start as a mer but later became one after the conquering of Japan.
Plot begins when by accident he's caught in a net on a fishing boat where Kozuki's group is hiding after an incident. It's a whole thing I might go back to since it's very interesting and mostly focuses on a platonic Kallen and Lelouch relationship. I like them as friends, not as a couple.
The Purists pass them by. They spend an hour looking before they finally leave, giving up on finding the “dumb terrorists” as they insultingly declare as they leave. Kallen burns with indignation even knowing that their prejudice and racism saved their lives.
The fishermen move to pull up the net. “We'll take you back to the dock. We won't say anything.” The older one says, looking sad. “You are right that the Britannians won't care we aren't really terrorists. So nothing will be said. Nothing happened. We don't know each other.”
As he tries to pull it up with the help of his fellow fisherman, he frowns, even as he struggles to bring the net up from the ocean. “It's heavy...”
“Woah, did you catch something?” Tamaki asks, suddenly cheerful. “Hey, let me help!” He moves to assist and joins in the strain put on all backs, grunting and groaning.
Kallen sighs, but moves to help him, even as Inoue and Ohgi stand back. The net is heavy, definitely full of something that struggles and attempts to break free. But between all four of theirs efforts, they manage to pull it up on the deck.
For a moment, Kallen thinks they caught a dolphin or a very big fish. Then what she actually sees registers. Her jaw drops. Tamaki lets out an oath. Ohgi yells, sheer shock and disbelief on his face. The older fisherman mumbles a prayer to Hoori even as the younger drops to his knees. Inoue steps closer to get a look, an uncharacteristic expression of complete bafflement on her face.
Half of the form does look like a fish yes, scales coloured a rich purple with something like strange designs in gold from some of the scales being that colour instead. But the top is human in appearance, pale skin, bright violet eyes of a more intense shade than the purple tail, and long black hair that is spread out across the deck of the fishing boat. Kallen sees the hands scrambling at the net, the hint of fangs in the mouth, the fear spreading across the face.
“...a...a mermaid?” Kallen manages to get out. That can't be what they found. It can't! The mermaid looks at her, drawn by the sound of her voice, and looks even more scared. Then it takes in a deep breath before shrieking at the top of its lungs, a loud sound that pierces her ears and brings her to her knees even as she claps her hands over her ears. She can see Tamaki's mouth moving but can't hear anything but the loud shrieking.

So what I’m getting from this is that if I want anything like a convenient list of existing Charter spells or marks or general magic usage I’m going to have to re-read the entire Old Kingdom series + the short stories and take notes so I can make it myself.

Curious, Liu Qingge found himself watching Shen Qingqiu—not to be wary of him, but to know him. The more he watched, the harder it became to look away.

As far as 'big' isconcerned, please do talk my writer's block into it. Lately it seemsI can't find time or focus to work on fanfic longer than 2k atmost. And as for canon-verse adventure, I'm afraid inspiration hasyet to reappear but I'll keep looking!
