Considering some ideas surrounding Batwin, the dethroning of the Avarius family from their previous position, ect. Currently, I'm thinking of involving a previous assassination of the previous Avarius monster ruler, who was unwilling to meet with Comet due to her refusal to negotiate with him as an equal. Now, the MHC doesn't really make sense as the ones behind this assassination, as their extremely against meeting with him, but given their concern is focused on the septarian faction, it is possible that they simply failed to oust Toffee from his position as General and didn't want to go through with any peace talks until they could ensure no septarians would be at the table. The alternative would be if Comet herself offed the head of the Avarius family, along with, likely, a few other collaborators. This feels less in character for her, so I would like to avoid it. Batwin, despite his cuddly exterior, would be in on it, and likely he was responsible for firing Toffee, but Toffee proved too intimidating for him to fire, and managed to convince Batwin that he should help with the negotiation(possibly by pointing out that if Batwin wants the best deal for himself, he's going to need someone like Toffee in his corner- otherwise Comet and the MHC will bulldoze him, and God knows what'll happen to the monsters. Going up against Toffee when you thought you'd be dealing with Batwin is an absolute nightmare scenario for anyone seeking a one sided treaty, but fortunately Toffee has a few quirks they can exploit)
