The distinction of "the Rani" vs "a Rani" sounded like the Rani was explaining some established rule about who gets to be the dominant one after bigeneration.
Yet bigeneration had been considered a myth until the 14/15 split, and 15 didn't tell 14 to take a break so the "proper, dominant" Doctor could have all of time and space to himself, but for their mental health. They didn't act like it was a given that 15 would be calling the shots (show-stealing as Ncuti's first scenes were, both Doctor's were still "The Doctor"), and 14 felt comfy protesting some of the shots 15 did call, so "the previous one has to submit to the new one" is neither any ancient Timelord law nor a natural given.
So where does that rule come from?
It's like someone who is really into hierachies bigenerated and needed that rule so they wouldn't argue constantly/kill themself and the Rani was copying that rule from them, or maybe came up with it for them.
