Outliers
This is just a list of outliers from transformers series. Outliers are cybertronians with a unique ability that others don’t have and isn’t seen as normal. Oultiers can be born with the ability, Foraged with an ability (though they aren’t known right away), or they can even gain or develop an outlier ability later on.
In my AU the senate kept track of cybertronian birth, childhood, and adulthood records inorder to keep tabs on everyone, one incentive to doing this was it was easer to spot a Outlier making it easer for the senate to take them out of the society and to research centers or programs to make them into super soldiers in case if they were needed in the future.
TFP
-Soundwave can download and export data like a computer (male and female ends in his cords) and can create groundbridges on his own
-Makeshift can download data (female end)
IDW
-Tarn can make cybertronians and objects stop working with his voice
-Sunder can see and even taste memory's from cybertronians withought the use of his mensmosurgen needles and can cause cybertronians to activate their t-cog turning them inside out with seemingly just the thought
-Skywarp being able to teleport
-Thundercracker who can create loud sonic booms
-Soundwave who can hear others thoughts
-Windcharger who’s arms are magnetic
-Tailbreaker who can create forcefields
-Skids who can learn any skill fast
-Mindwipe who can do telepathy
-Tailgate who gained super strength
Point one percenters are cybertronians with rare sparks making them stronger while Outliers are cybertronians with special abelites. (think x-men or superheros with superpowers)

Somehow I keep suspecting Tailcutter/breaker is Tarn.
