Update, a few weeks ago I made a post on noticing how the Dean talks with his hands, while I'm watching an interview with Jim Rash(his actor for those who don't know) and I notice he talks with his hands as well or at least just moves them around a lot, I'm about 99 sure the script writers did not write Dean Pelton to talk with his hands, that's just how Jim Rash is and sneaks into his character.
