MEETING OF MINDS .
Location: Musala, Council’s Chambers.

It was a weakness; letting the traitors live was offensive enough. Now it would seem Emerson Avery thought it wise to allow them a little bit of freedom? Did that make sense? They were not suitable for his experiments. Well, at least one wasn't; Rory Bartlett on the other hand, he showed promise. At the very least, he could be useful. Keeping the Balish girl was bound to be more trouble then it was worth.They were all supposed to have a voice. However, it would seem one voice carried more weight than others as of late, and it was starting to grate on the Doctor. Today's session was pointless as far as he was concerned. Or at least he hoped it would prove to be.
"So we are waiting on Avery again, it would seem." posture casual as he eyed the others in the room with him. "Perhaps for a change, we don't wait on her and get started. I have work to do."
A scoff came from his right. Opposite of the center chair that was noticeably empty. Harper's eyes met theirs. "Is there something wrong, Sev3n?"
They didn't hesitate to speak, and it was the one thing that Harper could always count on. Sev3n seemed to side with Emerson perpetually. No matter the stance of the others. It would make sense that they would defend her now when she couldn't speak for herself. A fact, Harper was hoping for.
"We shouldn't start without Emerson. These are important matters-"
"They are important, yes," Harper cutting them off as he stood from his seat. "Let's look at how serious matters have become, shall we." Clasping hands behind him, he walked behind his fellow council members, steps slow and deliberate.
"We have enemies of our very existence harbored in our city and given free rein now to roam about. With a sentinel in tow, yes, but what next? Shall we integrate them back into our society? Give them access to key parts of the city."
"You're exaggerating the severity of the situation, Harper." came another council member.
Harper chuckled darkly as he stood in front of them all now. Calm and collected. He was eying the lesser of them with intense scrutiny.
"Am I? I don't think so. They've already proven they can infiltrate Tera with ease. Blending in, and no one was the wiser of it. Which means, at least to me, that they had help. Instead of making an example of them. We show them hospitality? For what? To allow them to do it again. And what about the people that helped them? How are we trying to root them out?"
To show genuine concern wasn't easy, mostly when that particular emotion wasn't one you held. Harper Kim was nothing if not practiced at concealing his true feelings. Able to make them into whatever he needed them to be. But the mad man inside of him. The one that wanted to test the boundaries of their mortality. He wanted to examine the power that came with his position. To impose his godly skill on the mind of others. That true nature was something he learned to keep hidden. How else has he survived the purge of the syndicate? It was a talent of his, putting on a show.
Looking up towards his audience, his gaze fell on Council member Juniper Rain. They were at least kindred spirits. Self-serving survivors. Willing to do what was necessary to outlast the others and one day to grasp real power.
"This is why my experiment is so important. If we can get this action to pass, we will know or sure who we can trust. Who is truly loyal and who isn't."
Sev3n shook their head, "The only problem with that is that you take their will away."
"Small price to pay for peace and prosperity." Rain countered.
'Exactly! The Outlanders is a small issue. If we can't control them, how are we meant to take on the threat in the South? Their numbers are more extensive, larger than the Terrans we have on Abellio. If the trials work, we could produce an army at our disposal that is still sleeping in the arc. untapped-
Sev3n stood abruptly, chair clattering against the floor as they glared at him. For his part, Harper's face remained neutral. To get this much o a reaction from them. He has struck a nerve.
"They are people. With family, not your puppets, Kim."
" We aren't alone on this planet, and we lose numbers every day thanks to the Outlanders. And those in the South, how long before they show themselves. As Councilmen Rain said — it's a small price to pay for peace."
A hint of a smirk played a the corner of his lips. As the murmuring started, Even with Sev3n there to push her agenda. It wouldn’t be enough to sway what was already being felt. The discontent of the council was bound to spread and it would trickle down to those bellow them. He just needed to play his cards right, if he pushed too hard too soon. Emerson could make him appear reckless. It was best to let her dig her own grave; and wait for the right time. For now, at the very least. The others knew that Harper had a plan. Holding up his hands he quieted the room. “ My first concern of course is our people, my children and all of yours. If we are to have a future, we must protect them. They are the future, for all mankind.”
