One of the worst re-designs ever holy hell
Terra-Man/Tobias Manning was originally sci-fantasy space cowboy from the old west, who due to time dilation has returned to Earth as a bandit with hyper advanced alien tech disguised as old west gear in the modern day to clash with Superman- Post Crisis, he was reimagined as a businessman turned ecoterrorist after recognizing the effects of his company on the environment, and he's from the future with boring generic future tech- but he's still got a cowboy accent. I hate it. He's got none of the same sauce.

When Post Crisis Terra-Man appeared, he had a snazzy outfit- no hat :( but then it gets blown off and he sticks with the boring techsuit underneath.
