Something really important about Shotaro’s character is that while he puts a lot of standards on himself to not cry or other things that make him feel like he’s less of a man, he doesn’t put those standards on others.

Early on when Philip was distressed because he can’t remember his family, he’s fretting the whole time worrying about Philip’s wellbeing not just physically but emotionally too. He wished he knew how to comfort him but Philip at the time didn’t like being comforted that way. Which lead to Shotaro giving him space whenever he was distressed, while silently hoping Philip would open up to him at some point.

And when he saw Ryuu, someone he didn’t exactly see eye to eye with initially, cry, all he could think about was helping him.
