Mukuro's personality is actually really similar to how she's portrayed in DR0. DR IF, as nice as it is, is actually not written by Kodaka, so I'd take her behavior in that with a few grains of salt. What happened in the previous episode that didn't match DR0's plotline? DR0 is yet to formally begin, unless it's the part about Enoshima being found as the sole witness. It's true that this part still needs explaining, but there's the chance it'll be covered next episode.
The IF argument is pretty fair, but in DR0, the fact that there was one survivor in the student council was a BIG DEAL, because it’s what pushed Matsuda to kill. Without that survivor, the events of DR0 wouldn’t have panned out in that direction at all. There’s additionally the fact that Yuto was supposed to be in the same class as the DR2 kids. but they gave him that one cameo in the background in a DR3 scene but never really touched on that.
There’s also things from DR2 that don’t line up with despair volume. For example, in DR2, Kuzu’s sister was actually SHSL. They retconned that. I was imagining her being in a younger class or something. There’s also some design differences between the whole second chapter of DR2 and what actually happened in the anime. That’s.... not really a big deal, though. It’s a little weird and lacking in foresight, but all-in-all that part doesn’t matter as much.
In addition, there were also a lot of lines in DR2 that were kinda retconned to give Chiaki a reason to be a real person in the anime. Like the whole fact that Monokuma admitted to falsifying an HPA file in DR2 for the traitor so Komaeda couldn’t figure it out. Stuff like that. Nothing’s as big as the DR0 issue, though.
