Okay so I know we love to make fun of the Mobius Psychopath tests(ahem) because Stefano got through but I have two theories for you:

1. Stefano really is that self aware and knows how to seem “normal” and told Mobius everything they wanted to hear.

2. Theodore, having recruited Stefano through the Mu Center and wanting to use him in his plans, changed Stefano’s test scores. As head of recruitment Theodore would know everything they were looking for, and have access to change the notes and anything else he needed to to get Stefano into Union for his plan to work. And, Stefano would help him catch Lily, and cause enough chaos to keep Mobius distracted while Theodore took over Union.
