how can amari stay safe from the cherub

Amari stays safe the way all Porters do. He knows the rules. They're drilled into every Porter from birth. He's also born into this system. The "ghosts" aren't threatening by default. Dolores is a good example.

Was the cherub really looking at him? Or is he a scared little boy projecting a fear he cant name into a system he understands.
