Oh my goodness! It’s not so much about the picture than it is about what it’s FROM! It’s the cover of a “Martine” book, which are a famous serious of children books featuring a little girl called Martine going on various adventures. And the meme consists in changing the title of any given book with something totally inappropriate based on the illustration. I’m pretty sure the title fir that book was something innocent like “Martine goes to the pond” or something
