Wait, I don’t understand the dragon witch idea? Who’s doing the terrorizing? What’s really happening?
Wellll, I left it open-ended for interpretation-
BUT my idea was:
The kingdom only has their side of the story. They’re interpreting things wrong.
Maybe, at first, some of the more petty things like ruined cabbages is an accident (or Roman kinda just didn’t like that merchant and was being a lil’ rude).
and maybe the kingdom isn’t as perfect as they want us to believe. Maybe the travelers are the mentioned thieves from the nearby kingdom. Possibly, the stolen livestock was stolen from poorer lands in the first place- perhaps the ‘kidnapped’ children had bad home lives or something, and were simply aided in a runaway attempt, given somewhere better to stay.
And some of the things might simply be just the public wanting something to blame for anything that goes wrong. And now that they have someone to blame, that they don’t know and they see doing these perceived wrongs- it’s easy so say “it must’ve been that Dragon Witch.”
(tho- one could also say it’s like a Dr. Jekyll & Mr. Hyde thing- so Roman doesn’t know what’s happening exactly either for bonus Angst points)
