Colombia as a country belonging to the Parties not included in Annex I, presents its Second National Communication (SCN). One of the most relevant results that showed the analysis is that Colombia accounts for 0.37% of global CO2 emissions in 2004, very small share in global emissions but does not exclude the effects of climate change. The Second National Communication, is discussed in seven chapters: 1 National Circumstances: The main features of the country. 2 National Inventory of Sources and Sinks of Greenhouse Gases 2000 and 2004: results of the analysis of each sector. 3 Mitigation: policies, plans, programs and sectoral projects and national mitigation. 4 Vulnerability: sensitivity, exposure, impact, vulnerability and risk. 5 Adaptation: strategic adaptation to climate change and the main actions to be developed. 6 Education Strategy 7 Needs
