hello its the sweetheart knife theory anon again (sorry if this is being annoying^^") but i thought of another theory though this one's probably going out on a limb:

i think the host is an important figure of some sort, maybe affiliated with the city which is why they have to take care in hiding their name and appearance. their voice isn't a concern because they're selectively mute in public and get by through signing, so no one would know what they sound like anyway.
