This is Renée (Frollo & OC)
She is an angel that's been sent down to Earth after the Black Plauge, Renée's duty is to take care of the sick and injured people in Paris, specifically around Notre Dame. But in order to keep her true form a secret, she wears magical bracelets to transform into a human, though she's still able to access her powers. Renée is always seen with her bracelets on. She also tries to help cleanse Frollo's sins and offer him some sort of guidance since she believes everyone deserves second chances.

This is Dior (Frollo x OC)
Dior is actually a man. He used to be one of the servants that helps within the Palace of Justice, mostly helping Frollo's duties if he has too much in his hands. Frollo always appreciated Dior's thoughtfulness and his caring for others, which he then started to begin feelings for the servant. Of course, in The Bible, same sex-marriage is a sin in the eyes of God and is forbidden. So, Frollo thought of an idea. He proposed to Dior, wanting to marry him, under one exception: Dior would need to dress up like a woman and behave like one.
Dior accepted and they gotten married. However, Frollo is very strict with Dior's apperance and behavior, making sure Dior ate very little to appear skinnier, grew out his hair longer, wear corsets and dresses. This is all because Frollo is afraid of being caught and being punishment by God. He's also disappointed that Dior can't bare any kids... so Frollo slowly grows out of their relationship and turning it into more of a situationship, because Dior isn't the same anymore.
Dior's real identity is secret, and he can never allow break his new character because "she's" afraid that Frollo would be punished. Though Dior slowly loses his real self in the process of being molded into a completely different person.
