do you know if theres a limit to how many characters can be sent to Shield HQ?

as far as I know there is no limit. Any character that has an action with SHIELD HQ can go regardless of who already is there.

I just sent Tony to sabotage for purple helmets and it still have me boomerang arrows? Is this a bug?

It could be a bug, but it may also count towards the number of arrows available this episode. If anyone knows for sure let us know!

The early buy for hulk said level 35 but I'm only level 33 and his quests to unlock the gamma zone already appeared! Is this just for me or is it for everyone?

It depends on how quickly you do the different quests, so the level doesn’t really matter necessarily, just when you complete each quest to unlock the zone. You won’t be able to recruit Hulk until you reach level 35 though.
