A bit of Superworld Lore
Iron Eagle is what we call a tragedy.
He was a normal human by the name of [REDACTED] living in what else but a metropolitan area. However the mutants began to become more numerous and villains were more common than heroes by a 60% to 40%, and that doesn’t even include the neutrals.
Therefore, the man took it upon himself to become a mutant hunter, slowly becoming more successful and famous. Soon enough he upgrades thanks to government assistance and now helps the heroes, if a bit cautious.
However, a battle at the hospital with a radioactive villain results in a permanent effect unlike most mutants. Most mutants can turn off their ability or it wears out over time, but when Iron Eagle was born, he was fundamentally altered.
Fortunately, his sanity was intact, and devoted himself to humanity even more to prevent himself from falling into madness or greed. Soon enough, he helped push the villains into hiding.
But along the way, the peace led to an abuse of power. One day, Iron Eagle witnessed a few heroes pulverizing a defeated villain to near death. Attempting to stop the potential carnage, Iron Eagle was soon antagonized for this ordeal, but it led to him questioning what exactly heroes are seen as.
If they uphold the system, but are supported by the system, then they are simply working in self-interest. Of course the villains want to tear it down in 50 insane schemes, but there was always merit once or twice.
Through trial, betrayal, and a bit of bloodlust for chaos, Iron Eagle joined the neutrals and cut the mutant population down several notches.
He now flies to other cities, hoping to liberate the minds of the masses from so-called heroes like the Champions or Sentry Force Prime.
