In the last chapters mangaka has shown us a strange thing: cracks on the Tokitatsu's and Yogi's faces, which look like a sign of a mutation. Even then I said as a joke that Tokitatsu is going to play for the wrong team. And now....
It was clearly stated in the canon: it is only possible to "cure" a person from mutation if the infection occurred just a minute ago + you need to cut off the infected part of the body with the special instrument (which Kiichi did with her scythe) and still it doesn’t surely mean you’ll succeed.
In fact, saving Yotakа is the work on his body in order to save his mind without giving up the varuga abilities like mega-power, regeneration skills and other tempting stuff. Well, at least just saving his mind. But as soon as he is in the prestigious Tokitatsu's army, it makes sense to assume, that he has (and another gnomes-associates have it too) some things, which are not available for Circus's fighters, who have contact with incune only through the bracelet.
This "salvation" can be called a repeat of the Yogi’s salvation - take the mutated child, try to block the bad [uncomfortable] and keep the good [comfortable] consequences of mutation.
Do not forget about the emotional side, which may provoke mutation and take the situation out of control. Yogi was obviously brought up in the hothouse conditions to prevent such provocations (it backfired them now, in the present timeline, because they clearly overdid), Yotaka's memories was erased in order to prevent the impact of the memories on his soul and for him to be convenient.
In fact, Yotaka is Yogi 2.0 – in manga it is directly stated, that their treatment is similar in principle (but Yotaka was certainly corrected into the "best" version - that person said it). To correct the treatment till the new technique is invented (that’s what happened), you clearly need to base on more than one patient (means there was not only Yogi).
And Tokitatsu has a lot of those little gnomes.
What if his whole army consists of mutated children in the state of pause, who were created by Tokitatsu when he saw on Yogi’s example, that such creations are possible?
And during this process, the methods were improving and the experiments on the newcomers were settling.
And here is the question: for what, actually? Is it an army for an army? He has five (Oops, Toki, sorry, four now) ships. Need the personal spies? Oh it's good of course, really good, but we have not shown they have such tasks, which acquire the varuga’s abilities.
And perhaps the army is not for the army, but for the technology? Its improvements, constant attempts to achieve the possibility of creating a superhuman, who would be stronger than a Circus’s fighter, but at the same time more reasonable than varuga?
And for whom he creates this precious for so many years so tenderly, carefully, if not for himself?
Yes, I believe that Tokitatsu wants more power and is ready to mutate for this - and, i think, he's already done.
