so.. since mayor phlegmming didn't realize that frank was in danger, the city realized that HE was the cause.. not ozzy (who they were mad at first)
originally, the city council wanted him to be kicked out of frank immediately, but tom asked thrax what he thought and suggested that phlegmming was gonna be thrax's assistant.. which he agreed to
