You can really tell that Tomari is the person Ruka is the most affectionate towards. Naturally, Ruka is upbeat and outgoing around people but whenever she is alone with Tomari, it's a different story. Those two have been best friends for such a long time that not only she feels comfortable confiding with Tomari but also feels comfortable enough to display physical affection towards Tomari but only when the two are together alone. Ruka can feel like herself and be weird and silly around Tomari without being judged because Tomari compliments her whimsy. Hence why Ruka is so particularly close to her.
Also the way Ruka said "Tomarin! Aishiteru!" LKE HER LESBIANISM IS SHOWING.
