I think out of the whole student council, Shiromi is the one who cares the least about her job. All she really does is look into whoever decides Megami is suspicious, and then proceeds to use her authority to be nosy about her own personal interests.
Shiromi's backstory is an interesting one, but not one I think I'll make quite a big deal. Each student council member seems to have a depressing backstory already, but as of right now, I think I've cut that in half. Aoi and Akane have dreadful histories that make them the way they are, but I think I'll make Shiromi and Kuroko at the very least less depressing.
Despite Shiromi's accident, she wants to make the most of whatever life she has left, and she especially wants to do it with her loved ones. Then, at least, she can say that she had a fun and fulfilling life. And her family is 100% willing to make that happen whenever they can.
Although not every student has the same definition of "fun" as she does, deep down she does just want to spread her happiness to others, even if she can't help but do so in a strange, eccentric way. Additionally, in the end, she expects her peers not to like her efforts, hence why she tries to guarantee that it's at the very least fun for her. Then it won't have been a waste.
While Shiromi CAN handle dark situations like gathering evidence for a crime, she wouldn't do well internally if she had to report a dead body or see a body at all, really. As I've stated above, that would just get her paranoid for her own eventual "deserving" demise. which, in turn, would ruin her attempts to have fun.
