if this person doesn’t pose a physical danger, maybe let a different neighbor know whats going on and maybe they can collect ur friend’s mail for them? in what way is this person harassing them? if its in any way hate speech, maybe there’s a local org they can reach out to

idk how much my friend is willing for me to go into detail, but it has reached verbal abuse at this point, tho idk that it would qualify as hate speech. still, the mail thing is a felony, and I feel like there should be some way to address that, even without getting the police involved.

True! Like if you get pulled over and they run the VIN or whatever, they don't know that you bought it legally and you probably don't have paperwork to prove it. So maybe they could stick you with the theft? That would be bullshit but I'd get the reasoning.
