I absolutely agree with you. The quiet moment in the forest and Arthur already considering to legalize magic at this point to save Mordred's life. It would have been so easy for Merlin. Arthur would have had even more reasons to legalize it. But think of it! If he would have legalized magic for Merlin and Mordred, Mordred would have died. This is a fact! He didn't die because Arthur refused to legalize magic, but If Mordred had died, how would his reaction look like?
