The Commonwealth Transportation Board will cast an initial vote today on a $14.6 billion package of nearly 3,500 rail, road and other projects for the next six years, the first such plan to use a new scoring and prioritization framework created by the legislature in 2014.

The board will vote finally on Virginia's Six-Year Improvement Program Tuesday, which will be the first to employ the HB2 process signed into law by Gov. Terry McAuliffe more than two years ago.

About $1.7 billion of the plan involves projects scored under the HB2 process, created to use objective criteria to select transportation priorities and ensure the state is getting the most value from limited funding.

Three hundred and twenty one projects were submitted and 287 were deemed eligible to advance, with 163 scheduled to receive money over the next six years. The HB2 funds are split into two parts: a district grant fund to spread money across the Virginia Department of Transportation's nine construction districts and a statewide High Priority Projects Program.

Virginia Attorney General Ken Cuccinelli II’s 11th-hour attempt to torpedo the landmark state transportation funding plan enacted in Richmond this year put him at odds with leaders of his own party, including Gov. Robert F. McDonnell. For Mr. Cuccinelli, now the Republican nominee for governor, it was not the first attempt to blow up a transportation initiative critical to Virginia’s future.

Mr. Cuccinelli, formerly a state senator from Fairfax County, has long opposed Metro’s Silver Line extension to Dulles airport. That project is expected to bring thousands of jobs to Northern Virginia and spur the redevelopment of Tysons Corner, the biggest employment center in the state.

The Silver Line is expected to cost nearly $6 billion. Yet virtually every statewide elected official, plus Northern Virginia’s congressmen — Republicans and Democrats — have supported it. Everyone, that is, except Mr. Cuccinelli.

The Democratic candidate for governor, Terry McAuliffe, made an issue of Mr. Cuccinelli’s obstructionism the other day, citing his stated hope, in 2011, that Loudoun County, one of the line’s funding partners, would withdraw from the project and “kill” it. (In response, Mr. Cuccinelli’s campaign tried to confuse the issue, suggesting the Silver Line is some sort of giveaway to labor interests, which it isn’t.)

City of Revelstoke Transportation Survey

Do you want to have a say regarding Revelstoke's future Transportation Plan? Whether you're a cyclist, walker, bus rider, skateboarder, driver or hiker, the City of Revelstoke's Planning and Engineering Departments want to hear your opinion via their survey.

The Planning and Engineering Departments are working with a consultant to come up with a Transportation Plan for Revy - the plan will include active transportation routes like walking and biking paths. Residents and tourists alike are asked to complete the short survey and add their suggestions on where trails, sidewalk, road work and new paths are needed make commuting to work and play earlier.

There will be an open house on the Transportation Plan on Tuesday, September 22 from 6:30 - 8:30 p.m. at the Revestoke Community Centre.
