Instructions: Warm your oven up to 350 F 175C and put paper liners in a muffin tin. Mix the cocoa powder, sugar, baking powder, baking soda, and salt in a large bowl with a whisk. Put the eggs in a different bowl and beat them. Then add the milk, vegetable oil, and vanilla extract. Combine well. Add the wet ingredients to the dry ones and mix them together just until they are mixed. Don't mix it too much; a few lumps are fine. The semisweet chocolate chips should be carefully mixed in. Fill up about two thirds of the way to the top of each muffin cup with batter. When you stick a toothpick into the middle of a muffin, it should come out clean or with a few moist crumbs. Bake in an oven that has already been heated up for 18 to 20 minutes. After taking the muffins out of the oven, let them cool in the pan for a few minutes.
