I visited the Trudelturm in the district Adlersdorf in Berlin today, and I guess what you're referring to is this inscription, translated to "roughly around here is where Richard was standing":
Regarding your question - no, it does not seem to be on the correct spot.
As I climbed up the stairs, my husband looked up the cover of "Zeit" to navigate me to the right spot:
I told him that there's no need to, as the inscription was already a guide to find Richard's spot, and he went "Uhm...no. Where you're standing now, no one stood — that's still before Paul's position. Richard was between the third and fourth railing posts, you need to go up one section."
And well - after climbing down the stairs again, we compared together: The inscription was in fact where the straight arrow is pointing, and should be one section up, where the curled arrow is pointing.
Maybe a fangirl meant well but misjudged things a bit — that can happen when you don’t have the album cover right in front of you.
The door at the top of the Trudelturm is also decorated with Rammstein scribbles — I’m not sure how I feel about scientific buildings being drawn on, but I kind of get it 😌
