I need help!

I'm writing a paper on federal / urban housing in postwar America and I need a thesis statement / argument. 

So the question is: "What were the consequences of federal housing policy for metropolitan areas after WWI?"

My thesis: Poor, short-sighted planning in the governments efforts for federal housing caused stronger boundaries in racial segregation.

It just seems sloppy and I don't like the way it's worded...

Help?
