Got a couple questions I'd like to clear up if you've got time. First off, I'm kinda confused are those people within the Mad Blood really dead or just souls without bodies like Crona or something along those lines. I mean we were told Ragnarok was melted down and he's clearly still alive (at least until he was consumed by Asura) and Tezca is physically dead but he's able to manifest himself. Second, in regards to the time skip has it really been a year because I've got some doubts(no offense).
You’re referring to Feodor and Tsar Pushka, I’m guessing.
Maka herself stated that the pair were alive. Death the Kid’s later comment regarding them has him refer to what Crona did “amounts to murder”. Meaning that even if they’re considered alive, there’s at a state in which they’re unable to do anything. The wiki itself (thanks to Soul-Dwelling) addresses that point on Feodor/Tsar’s page.
EDIT: Far as I can say, their body were transformed into black globes.
Concerning the timeskip, it’s a year as far as I know. Have your concerns but Ohkubo revealed the ages of Death the Kid and Soul Eater throughout the series and both of them are coincidentally 13-15. This would mean the main, present story we’ve focused on all takes place within the timespan of 3 years.
We know NOT! is a prequel and takes place a year before the events of Soul Eater (the Prologues specifically). So we know a year passes at some point in the manga.
I placed it around Chapter 62 and Chapter 63. Harvar’s hair grows out in one of those chapters, meaning there’s a certain amount of time passing through. Not to mention Maka having gathered 99 evil human souls after defeating Arachne so that they can finally make Soul a Death Scythe. It’s a subtle time-skip. Before, the wiki actually didn’t recognize an obvious timeskip until Ohkubo revealed Death the Kid’s age.

"I can't say this is who I expected for you to choose, Tezca."
The weapon shrugged. "What can I say? I thought this look would be good for me. You know, wear something ferocious during my first big mission!"
Tezca Tlipoca was wearing a paper bag over his head, upon which he had drawn himself of a sharp-toothed bear. The streaks of crayon did not make for a particularly ferocious appearance, yet seeing a teenager walking around with a hastily drawn paper mask over his face could be a bit unsettling for people around him.
The mask certainly was confusing for his classmates standing behind him. Spirit Albarn had slapped his hand over his forehead so many times that he was at a loss for how messed up this mission was as soon as this weirdo was added to their team--when the guy snuck onto the mission to begin with! Franken Stein tapped his foot, waiting to be excused so he could have a smoke in peace. Azusa Yumi was too busy studying how that crappy mask was held around his head with just a rubberband along Tezca's neck.
Marie Mjolnir, although the oldest of the students and hence the one held most responsible for the mission's failure, was too distracted to notice Tezca's mask. But she was not distracted by the mission's failure. No, she was too enamored by Tezca's recent finding, wrapped in a blanket that he cradled in his arms.
"So cute!" she whispered, her hands clasped, looking over Tezca's shoulder at the tiny bundle of matted hair. The young one's big eyes looked up at her, and he smiled.
Standing next to Marie, the child, Justin Law, sighed. He failed to see what was so impressive: he had seen more than enough babies that, honestly, he was not too interested in this conversation. He turned up the volume more loudly on his cassette player, his over-the-ear headphones failing to block so much of the noise around him.
"Oh, no question about the quality of your mask, Tezca!" Lord Death replied, tapping a foam finger to the forehead of his own mask. "But I was talking about your choice in a meister!"
