It's Kochikame's Hayato Honda riding Makibao, the hippo-like horse from Tsunomaru's Midori no Makibao, a Weekly Shonen Jump series from 1998!
Tsunomaru drew this as one of the many guest contributors to Kochikame's 30th anniversary book Super Kochikame. I might put some more up in the future, just because they're all so gosh darn gorgeous.
