this is a crazy thing to ask but is there a specific keyword or system you use to find webcore resources? i feel like yours always match super well idk no pressure to answer!!
oh boy anon, get ready for my biggest ramble yet. but here's all the ways i look for webcore stuff:

omg aeth's reply is so late aeth is sorry, here are my quick steps , i'll also add some screenshots if its not to understandable in text !
have your image and shape preset -> duplicate the shape and use vectorize bitmap on one of them and click ''ok'' -> select path and change fill color to ''none'' while changing stroke to the color you desire aswell as adjust the line size !! -> optional ; change the line to dotted or dashed aswell as changing its position (making it bigger/smaller)
if you use a custom shape in photopea you can ignore the vectorizing part !!
you need to now go on select path and change the fill and stroke it can now look like this ;
if you want to make multiple outlines of the same shape i recommend to just duplicate the now path layer and adjust each duplication how you like!! if you want other shape outlines in it you will have to repeat the process
example on how it should look like for fill and stroke , px and style of outline are how you want them to be!!

it's worth noting that i exaggerate saturation/hue more in my typical art, but this is dialed down for everyday stuff

yowdy howdy ! its a black paper texture set to " screen " + this halftone effect set to " overlay " . i didn't save the version with the effects on my canvas so i can't tell you the opacities but if i had to guess from memory ... the paper is around 20-30% and the halftone is around um ... 60-100% . of course of course futz around and find out what works best for your art :J
