Harvey Dent considers Gotham at all times. He was born here, raised here, walked her most pristine halls, and slummed through her gutters. Slept here there and everywhere, touching all corners, never leaving for long. Always coming around again, anxious to be home.

He's best left alone. Any attempts to reach out to him would only worsen his mental state and that's the last thing he needs.
Besides, getting too close to Arkham Asylum is physically painful for reasons she has yet to figure out. Arkham was one of her founding families, the Asylum is still on her land, within her boarders, a part of her. And yet she could never get too close to the place. Surely, she should be able to? She is Lady Gotham, she is every pebble that has built this place, every bone buried deep beneath the earth, every shadow cast by buildings and vigilantes alike. She *is* the city.
Some city... can't even properly comfort the children of hers who need it most.
Can't protect every soul born within her boarders.
The wind howled with her the day Harvey's face was splashed.
The best she can do is run shadowy fingers through his hair when he's resting and slow him down when he's sowing chaos in the city to ensure her protectors arrive in time.
