But why would Hawks do this?? Wasn't he on an undercover mission for the heroes or something? Why would he hurt/kill Best Jeanist?

It’s already been stated in Chapter 191 that Hawks need to gain the favor of the League of Villains. To trust him. To share information with him but he needed something to ‘prove’ that he is trustworthy enough for that information of their day to day operations.

Even that means ignoring civilian safety or hero safety or the individual’s safety.

In the newest chapter 231, Hawk’s inner thoughts are:

‘As I keep playing the fool, you’ll eventually forget the risks and start focusing on the returns’

Which is true. If the the League of Villains sees him as part of their group they will see him as a ‘valuable’ member in the inside especially have the connection in the ‘Hero Network’ not knowing that he is gathering up information on their part as well for the government to exterminate the group. It’s being a double agent kind of job.

To prove his worth for the League and to show that he a hero himself has the dedication to take down the hero system that supports him.

What’s one life’s worth if it could save a thousand in the future? Sacrifices will be made and that’s what Hawks really signed up for. For him to be able to go in the league, get the info, he will be the scapegoat to the hero society but the government already knows this. which is sad to say the least.
