Honestly this show has so many layers it’s ridiculous. It’s no wonder there’s a so much meta and people still trying to figure out like, character motivations and stuff lol. But it makes for amazing rewatch value.
If you’re thinking of the weird scene in episode 4 when he fed Will’s dogs, snooped around his living room, we don’t see him actually add any ppl to the lure, he just finishes it. (It’s one of my favourite scenes actually bc it makes absolutely no sense at all. It’s just Hannibal following some weird irrational emotional urge and pricking his thumb on a lure for no reason. How delightful.)
I tend to think he started working on his backup plan of framing Will in earnest around Trou Normand/Buffet Froid, when Will insists on a brain scan and Hannibal introduces another liability he’s going to have to kill. This is about when he starts chatting with Jack about Will absorbing killers’ personalities; when, according to Will in Releves, Hannibal was going to frame Will for Sutcliffe’s death directly before Georgia walked in and offered a convenient alternative; and when like we get an ominous lingering shot of Will’s lures before Georgia appears in the window.
