Provisional Programme of Work
1. Opening of the meeting
The President-designate of the 18 th Annual Conference of the High Contracting Parties to Protocol V, Ambassador Abdul-Karim Hashim Mostafa, Permanent Representative of the Republic of Iraq to the United Nations Office and other International Organizations in Geneva, will outline the Programme of Work. The meeting will build on the work of the 17 th Annual Conference of the High Contracting Parties to Protocol V and of the 2023 Meeting of the High Contracting Parties to the CCW.
2. Universalization
The President-designate will provide an overview on intended universalization efforts. High Contracting Parties or interested organizations may wish to brief the Meeting on their efforts to promote the universalization of Protocol V at the regional, sub-regional and national levels.
3. National Reporting
The Presidency and the Secretariat will provide an update on the implementation of the obligation to submit national annual reports by High Contracting Parties. High Contracting Parties will be invited to discuss measures to increase the rate of national reporting and consider measures to improve the current methodology in the framework of Protocol V.
4. Article 4 on recording, retaining and transmission of information and generic preventative measures
Delegations are encouraged to share information on national best practices on the implementation of Article 4 and generic preventive measures following the guidance provided in the Technical Annex of the Protocol.
5. Thematic discussion on victim assistance
The Coordinator on Victim Assistance, Mr. Andreas Bilgeri of Austria, will give an overview of the main trends identified in the national annual reports when it comes to victim assistance.
The panel discussion will be moderated by the Coordinator on Victim Assistance. Experts will focus on victim assistance strategies implemented by High Contracting Parties to Protocol V, and on regional approaches. The panel will be composed of:

Demining (FSD);
- Mr. Raphael Wittwer, Humanity & Inclusion.

6. Thematic discussion on clearance of explosive remnants of war and technical assistance
The Coordinator on Clearance and Technical Assistance, Ms. Hannah Abubakar of the Philippines, will give an overview of the main trends identified in the national annual reports related to technical assistance.
The panel discussion will be moderated by the Coordinator on Clearance and Technical Assistance. The panel will be composed of:
- Mr. Gordon Burns, Permanent Mission of Australia;
- Dr. Tonya Müller, Swiss Drone and Robotics Centre of the Federal Department of Defence, Civil Protection and Sport (DDPS);
- Ms. Alessandra Roccasalvo, UNDP Resident Representative in Azerbaijan;

7. Closing of the meeting
The President-designate will close the meeting and outline his plans for the 18 th Annual Conference of the High Contracting Parties to Protocol V to be held on 11 November 2024.
