There were so many things that I love about this movie, but one of my favorites is something that I didn't fully realize until I saw someone else state it plainly
The civilian workers for Lex are just as evil as the armed soldiers.
It is shown clearly that they want to be there, that they are excited about their part in helping beat up Superman with no moral issues what-so-ever. Mr. Terrific also takes out the people in Hawaiian shirts and cargo shirts when he deals with the soldiers in suits because they are clearly supporting Luthor and are just as much the opposition as the people with guns.
Usually the workers of the bad guy are scared (or at least clearly intimidated) of their boss every moment, that is the reason they are doing these atrocious things. That atmosphere isn't here, they are comfortable- having fun even. The people working for him aren't just 'innocent' bystanders doing evil things out of fear. There isn't a 'reason' they are actively trying to help Luthor cause war and kill Superman besides wanting to. Because sometimes people suck.
This is a comic movie, but they also didn't go comically evil for evils sake. It was just horrible people being horrible because they didn't care about anyone else, just what they wanted. Just like real life.
With how the "every bad guy has a reason they are bad" message has been used to excuse horrible actions because "they're a victim too" this is a necessary and refreshing portrayal.
