OK, this is not an answer for an ask, nor a request. It is kind of a headcanon I was thinking:

CONTEXT: Mexico and America relationship was not in good terms since the end of the Mexican-American War. They still talked to each other, but it was just for business stuff, and not as the friends the used to be before their conflict. Damn! Even they were going to start ANOTHER war if it wasn´t for Argentina, Chile, Brasil and Canada intervention! 

You could say that it was during WW2 that they started to rebuild their relationship. First, America boss stablished the “Good Neighbor policy”, and then Mexico 201st Fighter Squadron fought along the U.S. 25th Infantry Division to free the Phillipines.

So this image is when they are restarting their friendship, talking deeply and drinking their sodas. Maybe some subjects are “How are Texas, New Mexico and California doing?” (Gosh, like if they were a divorced couple who met after several years and they are discussing about the children), “It´s true Germany was trying to convince you to be on their side?”, “Do you still talk to England?”, “Yes, and you and Spain are in good terms?”

I drew them like if the tension and the memories of the past are still there, but they are trying hard to resolve them. America is not watching Mexico because, have you ever feel so nervous to look someone in the eyes, specially if it is a person whom you had a very strong argument? Yep, that´s what America is feeling at that moment. And of course, they´re sitting on the top of a wall, THE IRONY! (obvious symbolism).
